HMDA’s Master Plan-2031 Approved by Government

The Hyderabad Metropolitan Development Authority’s (HMDA) master plan, proposed during May 2011, finally got approved by the state government in the last week of January.

According to the sources, the Metropolitan Development Plan (MDP)-2031 covers about 5,965 sq.km of area in 35 mandals that are spread across four districts of Ranga Reddy, Medak, Nalgonda and Mahabubnagar. The approved plan has a time frame till 2031.

Highlights of the master plan

  • Areas covered under MDP
    • Ranga Reddy – Shankarpally, Medchal, Shamirpet, Hayathnagar, Moinabad, Chevella, Shabad, Shamshabad,
    • Maheshwaram, Ibrahimpatnam, Kandukur, Yacharam, Manchal, Ghatkesar, Keesara, Qutubullahpur, Rajendranagar, Serilingampally.
    • Medak – Toopran, Wargal, Shivampet, Jinnaram, Narsapur, Patancheruvu, Mulugu, Hathnoor, (Sangareddy, Ramachandrapuram).
    • Nalgonda – Chottuppal, Bibinagar, Bhongir, Bommalaramaram, Pochampally.
    • Mahabubnagar – Kothur (Farooqnagar).
  • Land usage – The proposed land under Hyderabad Metropolitan Region (HMR) can be used for residential, commercial, manufacturing, recreation, conservation (agriculture), water body, special reservation zone, traffic and transportation (roads, railways, bus depots, etc.).
  • Radial concentric structure – The master plan includes a proposed radial concentric structure of development with 13 new urban nodes like Chevella, Sangareddy, Bhongir, Chotuppal, etc., which is planned to promote balanced development in HMR.
  • Land for industrial use – One of the interesting aspects of this plan is earmarking 209 sq.km of land for establishing industrial units. This could facilitate the shifting of industries located in GHMC and gram panchayats to outside the ORR.
  • Regional Ring Road – A road of 287 km, including the existing roads of 207 km, was identified as Regional Ring Road (RRR). Once the road is developed vehicles going towards Nagpur from Bhongir can directly reach the city outskirts and enter the highway heading towards Nagpur without entering the city at all.
  • Height restrictions – There is no height restriction for building constructions in residential zone-1 (urban areas contiguous outside growth corridor) and zone-2 (urban nodes falling within non-contiguous urban areas). Whereas, restrictions have been imposed in residential zone-3 (remaining urban centres), zone-4 (all rural settlements), and peri-urban zones. Maximum 18 metres is the height limit for residential and 15 meters for commercial establishments in the three zones.
  • Residential land development schemes – The residential area under HMR region has increased by 80 sq.km making it 848 sq. kms on a whole. Land development under HMR has been permitted for area and layout development schemes, group housing schemes, SEZ development, township development and any other special developments under the HMDA Act, 2008. The plan also made it mandatory that all the above mentioned development schemes should be submitted through a licensed developer.
  • A developer can avail 25% concession in the processing fee, if he opts for green layout and green development like solar geometry, energy-efficient street lighting, eco-friendly transportation, water recycling and reuse, etc. as per norms.
